The Packers organization along with others have made significant investments in the area, helping to transform the area into a year-round recreational draw that goes beyond football season. Titletown is their most recent addition to making the Stadium District a year-round destination.


The transformation of the area around Legacy Heights has been decades in the making, with the Village of Ashwaubenon setting a course to transform the aging industrial corridor nearly twenty years ago. The village’s plans began to take shape in the late 1990s, around the same time the Green Bay Packers finished the stadium’s atrium expansion, and Brown County completed the construction of the Resch Center, a 10,200-seat multi-purpose sports and entertainment arena.


The Resch Center is home to the University of Wisconsin–Green Bay Phoenix men’s basketball team, the Green Bay Blizzard indoor football team, and Green Bay Gamblers ice hockey. The master plan calls for the development of an upscale district with multi-story buildings, retail shops, restaurants, lodging, and entertainment venues that could offer year-round amenities between Lambeau Field and the Tundra Lodge Resort and Conference Center. It stresses walkability, high-density construction, consistent “industrial chic” architecture, and lots of greenery.


Development throughout the area has brought the style, feel, and appearance village officials had long envisioned. At the same time, new and exciting projects continue to fill in the gaps within the Stadium District. Wider sidewalks, buried power lines, a new road, and better streetscaping to make the area comfortable for pedestrians and bicyclists set the stage for the growth the area is experiencing today. 

The development plan called for leveraging the district’s existing businesses, including Badger State Brewing, the Hilton Garden Inn, and the Tundra Lodge to attract mixed-use retail and urban residential development. The master plan also complements the Green Bay Packers’ Titletown District, a 34-acre site being redeveloped by the Packers’ organization. As part of the planning process, the Packers and village officials held feedback sessions with significant input from business owners and area residents.
